Change doesn't happen in isolation.
Reform Lab is a civic association working on reform and social innovation. Our mission is to bring new, proven and sustainable solutions to Slovakia — where the existing tools of the public and private sectors fall short or respond inadequately to people's needs.
We believe real change doesn't happen in isolation. It happens when municipalities and public institutions, companies with technological and organisational know-how, NGOs with direct field experience, academia with research capacity — and above all the people the problem affects — sit at one table.
Our focus areas
We focus on areas where Slovakia has long-standing unmet societal needs.
Active inclusion of disadvantaged groups
Support for people at risk of poverty, social exclusion or loss of independence, including children and young people growing up outside their own families.
Labour-market entry for disadvantaged and inactive people
New paths to employment and economic independence for those whom standard tools fail to help.
Education
Innovative approaches that raise the quality and inclusiveness of education and build skills for life.
Modern and effective public administration
Structural reform and digital transformation of public services and policies — from design to real-world implementation.
Professional and operational capacity
Behind Reform Lab is a team with long experience in public and social policy, project management and European funds. We have experience with:
- preparing and managing projects financed from the European Social Fund Plus (ESF+) and other EU sources,
- building and coordinating multi-sector consortia,
- designing theories of change and monitoring and evaluation systems,
- financial management and budgeting of projects.
Mgr. Samuel Arbe

His profile combines strategic leadership with hands-on delivery — in policy design, digital transformation, stakeholder coordination and partnership building.
Future Hub's sister organisation
Reform Lab is the non-profit, non-governmental branch of the Future Hub family. Where Future Hub brings consulting expertise to companies and institutions commercially, Reform Lab devotes the same delivery discipline to the public interest — reforms and social innovations that improve people's lives.
Let's get to know each other.
